Bartlett Russell ‘Bart’ Westberg, aged 75, a Weiser city councilman, mayor and retired dentist, passed away on Saturday, August 31, 1996, in a Boise hospital.
Memorial services are scheduled for 2:30 p.m. on Thursday, September 5, at Thomason Funeral Chapel, Weiser.
Bart was born on April 14, 1921, in Emmett, where he also grew up and was educated. He served as a captain in the U.S. Army in the Pacific Theater for three years. Bart continued his education at the College of Idaho for two years and the University of California at Berkeley for five years, where he earned his B.S. and D.D.S. degrees. He also served on the Alumni Board of the College of Idaho for two years.
On September 17, 1948, Bart married Mollie Tyler at Emmett, in the house where he was born. They lived in Weiser for their entire married life.
Bart had a notable public service career. He was a Weiser city councilman for a total of eight years and served as Mayor of Weiser for eight years. He chaired the policy and solutions committee for the Idaho Association of Cities for four years and was on the legislative committee. He represented Idaho cities on the law enforcement planning committee for eight years and the state health coordinating committee for two years. Additionally, he represented the Dental Association on the Idaho Cancer Association for three years.
Bart was the founder of the Ida-Ore Economic Development Committee, serving as president for four years and as a board member for six years. He also served as president of the Weiser Industrial Committee for five years, where he was instrumental in bringing a mobile home industry to the area and facilitating the establishment of several other small businesses.
He was a member of numerous organizations, including the Idaho Dental Association, Weiser Chamber of Commerce, Idaho Real Estate Association, Masons, Shriners, Kiwanis, Elks, and the Weiser Golf Association.
Bart is survived by his wife, Mollie of Weiser; a stepson, Dale Piercy; step-grandsons, Eric and his wife, Charlene, and Greg and his wife, Beth, all of Tacoma, Washington; and two sisters, Irene and her husband, Orville Swenson, and Beth Marvin, all of Emmett.
The family suggests that memorial donations be made in his name to Friends of Memorial Hospital, 645 E. 5th, Weiser 83672; or Community Church, 240 E. Main, Weiser 83672.

Succeeds William Brummett
Dr. Bart Westberg Becomes Weiser Mayor
WEISERDr. Bart Westberg, Weiser dentist, has taken over the reins of city government, succeeding outgoing mayor William E. Brummett.
New councilmen are Robert Emmons and Gary Munson. Incumbent William L. Miller was re-instated. Hold-over councilmen are Charles Jackson, Ace Guiver, and Phillip Wilson, according to City Clerk Bob Hogg.
Westberg said all city personnel would be retained except Fire Chief Charles Stender and City Attorney Jerry Weston, Caldwell.
Westberg earlier had expressed his desire for a Weiser-based city attorney. Weston’s letter of resignation was accepted and Weiser attorney Michael Sweet was appointed to the city post, Hogg said.
Three firemen — Jerry Bouvia, Harold Young, and Dean Williamson — were asked to submit names of firemen-approved candidates for the fire chief’s position. Stender and Ervin Falconer were nominated, and Westberg selected Falconer as the new Weiser fire chief.
Both Stender and Weston were praised for their past efforts on behalf of the city, as were Brummett and retiring councilmen Eugene Crowley and Dale Thomason, Hogg said.
Other officials appointed are Hogg, clerk; Fred Korup, treasurer, and Marge Smith, deputy treasurer (both temporary positions, Hogg said); Charles Stiles, city superintendent, and Francis Campbell, purchasing agent and city storekeeper.
Current storekeeper Frank Evans reportedly is due to retire shortly.
Hogg said Fred Rufner, police judge, was re-appointed on a temporary basis until the position is dissolved Jan. 1, 1971, when Magistrate Courts convene. Melvin Pierson continues as chief of police, Hogg said.
Committee appointments made were Finance, Jackson and Emmons; Zoning, Guiver, Jackson, and Miller, all temporary; Water, Sewer, Health, Sanitation, and Police, Guiver and Munson; Electricity, Garbage, Fire, Insurance, and Building Maintenance, Miller, Emmons, and Wilson; Parks, Safety, Streets, Cemetery, and Swimming Pool, Munson, Guiver, and Wilson; Cable TV, Miller and Jackson; Airport, Guiver and Emmons.
Wilson was appointed to represent the council on the recreation board with Mrs. Dottie Emert as recreation director, Hogg said. Munson will serve as library representative, with Mrs. Joanne Osborn as city librarian. Mrs. Emert, who has resigned, will serve until a replacement is found.
Emmons is to act with the Hospital Board and Miller was named to the Planning Commission, Hogg said. Crowley was appointed to fill out the unexpired term of Munson on the regular Library Board. Former member Frank Brunson was temporarily re-seated, the clerk said.
Citizens named to the City Planning Board were Mrs. James Simpson, Marshall Dickerson Jr., Larry Higgins, Harold Reed, Ernie Hodge, and James Grant.
Westberg tabled the interim appropriation budget discussion until Jan. 22. A mobile home petition from Edgar Stringham for 856 West Ninth Street also was scheduled for that meeting.
Permission was granted by the City Council for the location of trailer homes by Pons Hunt and Gordon Thomas between East Liberty and East Court, on the alley.
Hogg said a claim against the city for damage to a water heater, submitted by John Lloyd, was rejected by city officials.
